To threaten reprisals over a disputed point of
law would seem undignified and to carry them into
execution would often be not expedient nor easy.
Failing reprisals or physical force, of other
mcans of obtaining redress there would appear to be
none.

Vice Minister forForeign affairs in the Government of
Sun Yat-sen and an English barrister of distinction
has addressed e a letter on the subject of nationality,
of which I enclose a copy, together with a copy of my
reply thereto.
I should feel grateful were Your Lordship to indicate
whether or not the reasoning of the latter be sound.
